Missing endangered adult Mark Todd was last seen this morning at 0800hrs leaving his residence in the area of 3700 North Rowen in Mesa. He has not been seen or heard from since. He left the area on foot. Family is concerned for his welfare since he has been diagnosed with Dementia, Bipolar Disorder and has various heart conditions.
