On 9/10/16 at approximately 4:30 P.M. Manuel Smith was last seen in the area of North 3rd Avenue and West Willetta Street in Phoenix, Arizona. Manuel suffers from a variety of medical conditions that may cause him to appear confused or disoriented.
The attached photo is a few months old and Manuel now has a shaved head.
